Salary: INR Tentatively, it is proposed to fix the remuneration of individual IEM as Rs 5000/- per IEM per day / sitting per IEM, plus transportation and free accommodation / lodging and Boarding at JNPT Guest House.

Responsibilities:

Independent External Monitors shall monitor the bidding process and also monitor the execution of contract by bidders/appointed parties and review objectively and independently whether and to what extent the parties comply with the obligations under the Integrity Pact. Their recommendations would be advisory & would not be legally binding. At the same time, it must be understood that IEMs are not consultant to the Management. However, their role is independent in nature and the advice once tendered would not be subject to review at the request of the Port. For this purpose, they would have access to all contract documents / books of Public accounts of the bidders in case of any allegation of violation of any provisions of the Integrity Pact or payment of commission, whenever required. The IEMs will have the option to participate in such meetings among the parties related to the project provided such meetings could have an impact on the contractual relations between the parties.

 It would be desirable to have a structural meeting of the IEMs with the Chairman of JNPT on monthly basis to discuss / review the information on tenders awarded in the previous month. Ø The IEMs would examine all complaints received by them and give their recommendations / views at the earliest to Port. The Monitors would also inform Port, if they notice or have reason to believe, a violation of the Integrity Pact. They may also send their report directly to the CVO and the Commission, in case of suspicious of serious irregularities requiring legal administrative action. Ø The role of the CVO of JNPT shall remain unaffected by the presence of IEMs. A matter being examined by the IEMs can be separately investigated by the CVO in terms of the provisions of the CVC Act or Vigilance Manual, if a complaint is received by him or directed to him by the Commission. Ø The applicants may refer to relevant instructions on the role of the IEM available on the website of the CVC at www.cvc.gov.in.

Eligibility Criteria: The criteria for consideration for selection of IEM is as follows:

1. Civil servants having served and retired as Secretary / Additional Secretary / Joint Secretary to Government of India or equivalent positions in State Governments.

2. Retired Judges of Supreme Court / High Court.

3. Ex-Chairman / CMD and equivalent of Public Sector Enterprises / Public Sector Undertakings/ Port Sector.

4. Eminent persons and executives of private sector of considerable eminence would also be considered.

5. The applicant should not be above the age of 65 years as on the date of application.

6. The applicant should be a person of high integrity and reputation.

7. Person appointed as IEM in two organizations would not be considered for a third organization.

8. It is desirable that the applicant possess sufficient domain experience (CPSE/ CPSU) in the relevant field with which they may be required to deal.

Age Limit: The applicant should not be above the age of 65 years as on the date of application.
